Roadmap to 2030: Thematic Dialogue 4

Transform Health and partners are convening a series of Roadmap 2030 - Dialogues during Digital Health Week 2025 aimed at getting input into the actions that need to take place to create an enabling environment for digital health to accelerate UHC by 2030.

Feedback and recommendations gathered from these Dialogues will inform the development of the Roadmap to 2030. We will then open a period of public consultation on the Roadmap and finalise the text to present this at the Global Digital Health Forum, before final launch on 12 December - UHC Day.

These dialogues are designed to:

1. Create space for partners and others to co-create the Roadmap to 2030 by reviewing, modifying or updating (as relevant) a set of proposed milestones under each theme.
2. Ensure the milestones proposed are relevant across contexts.
3. Ensure the milestones proposed are set out in the right sequence and achievable with the right levels of political commitment, technical capacity and support.

We hope these Dialogues will be the start of a process of engagement by partners with the Roadmap to 2030, and that they contribute to a sense of shared ownership based on a common vision of a change process that we can all shape together.

Theme overview

One of the main challenges identified in the analysis was the lack of technical capacity and resources (human and financial) within the ministry of health to lead and coordinate the digital health ecosystem and drive implementation of the national digital health strategy (where one exists). This is leading to fragmentation, and challenges to scale models and integrate them into government systems in a sustainable manner.

Governments set up effective coordination structures with the right technical capacity, the right level of authority to manage digital health across government departments and to coordinate multistakeholder platforms, to ensure the adoption of digital solutions at scale and in a sustainable manner to implement the national digital health strategy (where one exists).
