Presidio Seminar: Federal & CA Environmental Policy in the Trump Era

Join us for an insightful seminar discussing the future of sustainability, climate, and environmental policy in California and at the federal level in 2025. Among other new developments, this session will cover the environmental impacts of Project 2025, the status of federal executive orders impacting the environment and climate policy, and the viability of the Biden Inflation Reduction Act and the $1.2 trillion Infrastructure and Jobs Act (IIJA) to manage the climate crisis under the new Administration.

We will also discuss new California carbon disclosure and risk disclosure bills along with legislation regulating greenwashing with respect to the voluntary carbon credit market. These new requirements will include an analysis and implications with respect to businesses and government. In addition, the presentation will address cutting through the “green tape” to accelerate permitting green energy projects as well as implications of the recent Supreme Court’s decision overruling the Chevron deference doctrine.

This in-person seminar will take place at the University of Redlands, SF Bay Area Campus. Learn about the latest developments, network with industry experts, and gain valuable insights into the changing landscape of state and federal environmental policies. Audience: This seminar is relevant for multi-sector sustainability professionals navigating the complex and evolving state and federal environmental legislation landscape. Participants will walk away with a deep dive on what state and federal legislation is material for sustainability efforts and how to cut through the noise of a rapidly evolving regulatory environment. In addition to the one-day course, participants will receive a PDF of the content shared in the session. In person attendance will be capped at 50 participants.

This seminar is eligible for .5 CE hours and we can provide a certificate upon request. These are not graduate units. Transcripts are not available.

Instructor: Gary Lucks, Partner, Bay Law Group, LLP 

Mr. Gary Lucks JD, CPEA is a partner at Bay Law Group. He has deep expertise in environmental, health, and safety (EHS) law, legislative affairs, and sustainability strategy. He has four decades of experience advising Fortune 500 clients in most industry sectors. He is a licensed attorney, a scientist, and a Certified Professional Environmental Auditor (CPEA) who has completed or overseen close to 500 major EHS compliance audits across the country and overseas. He also specializes in environmental compliance counseling, environmental auditing, environmental management systems (EMS), permitting, and training. 

He wrote environmental policy briefing papers for Governor Newsom, Senator Feinstein, Senator Steinberg, State Insurance Commissioner Dave Jones, and Marin County Supervisor Charles McGlashan. He is an adjunct professor at the Presidio Graduate School where he teaches courses on environmental law and sustainability. 

He serves on the California Lawyer’s Association Environmental Law Section’s Executive Committee leading environmental legislation, sustainability, and education committees. He also served as an Advisor to the Bay Area Air Quality Management District and co-founded the 

Sustainable Earth Initiative–a non-profit dedicated to helping public agencies improve environmental performance and advance sustainability initiatives. He also served on the Friends of the River Rafting Chapter Board of Directors, the Sacramento City/County Hunger Commission, and as a board member for ECOS (Environmental Council of Sacramento). 

Mr. Lucks has published extensively on environmental law, legislation, and policy. He co-wrote a book on environmental law (California Environmental Law and Policy: A Practical Guide(https://solano.com/products/california-environmental-law-and-policy) which is used in law schools, colleges, by practitioners, and which has been cited in legal opinions). He also wrote the Environmental Auditing Chapter in the California Environmental Law and Land Use Treatise. He has been a regular contributor to the California Environmental Law Reporter for twenty-five years. 

Mr. Lucks has extensive teaching experience. He serves on the faculty of the Presidio Graduate School where he teaches courses on environmental law, environmental policy, and sustainability. He has taught courses on environmental law, auditing, sustainability, climate change, and legislation for over 30 years for the Continuing and Professional Education program at the University of California, for the Institute of Internal Auditors, and for industry. 

Gary is a licensed California attorney and holds a JD from the University of Pacific, McGeorge School of law and a BS in biology and environmental sciences from Tulane University. 

Gary enjoys trail running, hiking, and whitewater rivers.
