Part 3: Decoding Government Solicitations

By THE HIVE Virginia Beach Business Resource Center

Overview

This is a 6-part introduction to federal contracting and inactive proposal lab workshop offered by Hillary Boyce of BAFO Services LLC.

Not all government opportunities are worth pursuing. In this session, participants will gain critical skills for analyzing solicitations and deciding whether to bid. We’ll walk through the components of solicitations—covering the Statement of Work (SOW), Instructions to Offerors, and Evaluation Factors—and explain what each section means for your proposal strategy.

Learn how to make confident bid/no-bid decisions based on alignment with your capabilities, pricing strategy, past performance, and win probability.

Learning Objectives:

  • Break down solicitation components (RFPs, RFQs, IFBs)
  • Understand what evaluation factors and instructions really mean

Use a bid/no-bid framework to make smart pursuit decisions
