The Department of Small Business Services (SBS) offers a wide variety of free and high-quality services to help start, operate, and grow a small business in NYC. Our agency does not issue fines or violations, and we are here to help. Learn more about how the City can help your business or journey to entrepreneurship.

About the Presenters:

Dynishal Gross is the commissioner of the NYC Department of Small Business Services, a multifaceted city agency focused on creating equity of opportunity for all New Yorkers through services supporting business ownership, adult workforce development, neighborhood development and government contracting. Commissioner Gross was appointed to lead SBS in 2024 after eight of leadership roles within the agency. Prior to joining the city's administration, Commissioner Gross served as a staffer to three members of the City Council's Brooklyn delegation. Commissioner Gross previously worked in youth service learning, adult education, and labor, followed by an entrepreneurial stint as the co-founder of City 'Lasses, a drinks producer. She holds a B.A. in Africana Studies from Cornell University, an M.P.A. from Baruch College, and a J.D. from Columbia University School of Law.

Kitty Chan is the Deputy Commissioner of Business Services at the NYC Department of Small Business Services (SBS). She is responsible for the agency’s business programs including navigating government, regulatory reform, capital access, center operations, business education, launch services, incentives, and resiliency and emergency services. Prior to joining SBS, Kitty served as Chief of Staff at the NYC Campaign Finance Board, where she directed the Operations Division overseeing the build out of the CFB's administrative infrastructure including Human Resources, Technology, Finance, and Administrative Operations. She also developed and managed the CFB's annual budget, served as project manager on all capital projects, and directed the agency's emergency planning and response efforts. In addition to her work in the U.S., Kitty worked for several years in Japan at Bosch and Marubeni. She received double degrees in English and Communications from the State University of NY at Buffalo.
