MCCS Okinawa Personal Financial Management: CFS Training

The Command Financial Specialist (CFS) initial training course is a 5-day, 40 hour class that prepares unit representatives to function as the first line of defense through financial education, coaching and information and referral at the unit level. This class provides basic tools, techniques, and information to be able to build and maintain a supportive financial program within their units and work together with Personal Financial Management Specialists (PFMs) to ensure financial readiness across servicemembers and their families. Training provided is governed by OPNAVINST 1740.5B (Navy) and MCO 1700.37 (USMC).

This course is not an informational workshop for anyone to attend. Service members in attendance are expected to be appointed as a unit CFS within 90 days of completion.

In accordance with MCO 1700.37, the minimum qualifications for assignment as a unit CFS are:

• Minimum pay grade is: USMC - E6 and above. E5 with waiver from Headquarters Marine Corps, USN – E5 with 6 years of service and above
• Be command nominated with the intention of being appointed as CFS after training. Service members cannot be on leave status during the CFS course
• Successfully complete the Million Dollar Marine/Sailor training course prior to CFS course and provide the PFM staff with a copy of the certificate
• Highly motivated and financially stable.
• Have no record of Letters of Indebtedness/Non-Sufficient Funds/NJP/Poor performance counseling above the rank of LCPL
• Must have at least one year remaining on station/present command at completion of CFS Course
• Participate in continuing education such as CFS forums and refresher training.
