Join us for an informative Certification Workshop hosted in collaboration with Howard County Economic Development Authority & Maryland Innovation Center. We will also hear from local resource partners about the services they have available. This workshop is designed to assist vendors seeking a Certified Small Business (CSB) certification or re-certification for the Small Business Reserve (SBR) Program and the Veteran-Owned Small Business Enterprise (VSBE) Program.

For the VSBE & CSB certifications please come prepared with the following:

  • Laptop (required to complete the certification process)
  • Google Chrome browser
  • Tax ID Number (EIN)
  • UNSPSC Codes for your business profile in eMaryland Marketplace Advantage (eMMA), you can explore those at https://www.ungm.org/public/unspsc
  • For VSBE Certification: Electronic copy of your DD214
  • For CSB Certification (for SBR Program): Electronic access to the last 3 years of your business' gross sales (2024, 2023, and 2022 tax returns) and number of employees

NOTE: To get your VSBE or CSB Certification you must be registered in eMaryland Marketplace Advantage (eMMA - emma.maryland.gov), the state of Maryland's electronic "Bid Board". If you need to register, you can review the vendor registration process through this Quick Reference Guide.

9:30 a.m. - Program & Certfication Workshops

Basic Eligibility Requirements - You can click on each program below to review them fully:

VSBE Program:- Maryland's prime & subcontracting program specific for Veteran-Owned businesses.

SBR Program:- Maryland's prime contracting program for Certified Small Businesses (CSB)

Who should attend? Veteran-Owned & Small Businesses, including firms owned and operated by minorities & women interested in doing business in the state contracting arena as a prime contractor or subcontractor.

What you need to know:

  • There is no cost to attend
  • Advance registration is required
  • You must check in at the front desk upon arrival
  • A brief overview of each program will be presented
  • Assistance with getting your VSBE and/or CSB certification on the spot will be conducted following the presentations
  • Free and ample parking available.
  • Special Accommodation requests should be made 14 days in advance to eduardo.hayden@maryland.gov

The Governor's Office of Small, Minority & Women Business Affairs is a coordinating office within the Executive Branch. Our primary role is to connect the small business community to greater economic opportunities in both the public and private sectors.

We have oversight of the state's Small Business Reserve (SBR), Minority Business Enterprise (MBE), and Veteran-Owned Small Business Enterprise (VSBE) procurement programs, establish best practices for their successful implementation, and monitor compliance across the 70 participating agencies.

We also partner with the entire stakeholder community to ensure that small businesses have access to the tools needed to develop their core competency, access capital, and gain policy insights so they can compete with confidence.
