Can a comprehensive plan work?

Unlike most major cities, New York has never had a comprehensive development plan. Changes to zoning and development occur parcel by parcel, or one neighborhood at a time. That could change soon: City voters might get to update the city's land-use approach through a charter revision next autumn. What will that mean for tenants and developers, elected officials and construction workers, affordable housing and infrastructure? Our expert panel will examine the pros and cons of the changes being considered, and the work that will lie ahead.
