About Our Moderator

Dr. Stacy G. Williams, PhD, PE, is a Research Associate Professor in the Civil Engineering Department, and also serves as the Director of the Center for Training Transportation Professionals (CTTP), which provides training and certification for personnel and laboratories involved in highway construction and materials testing. She also works closely with the Arkansas Local Technical Assistance Program, developing and teaching courses to aid local agencies in the implementation of new technologies and best practices for improving roadway quality in the state of Arkansas.

About Our Panelists

Leslie Davis, Office Manager, Harbor, A Terracon Company

Leslie Davis brings over 30 years of experience in environmental consulting to her role as Office Manager at Harbor, A Terracon Company. Throughout her career, Leslie has helped clients across a wide range of industries navigate complex environmental compliance requirements – from site-specific permits and regulatory programs to sustainability reporting and the implementation of corporate environmental policies. Her deep knowledge and practical approach make her an invaluable resource in helping organizations demonstrate environmental responsibility and meet regulatory expectations.

In addition to her professional achievements, Leslie is an active contributor to WTS Arkansas’ mission of advancing women in transportation. Through her involvement with the chapter, she supports initiatives that promote professional development and foster a more inclusive and supportive environment for women in the industry. Leslie’s leadership helps further WTS Arkansas’ commitment to strengthening the transportation sector by empowering current professionals and inspiring future leaders.

Jessica Baker Daily PE, CFM, PMP, President and Chief Executive Officer, Halff

Jessica Baker Daily became Halff’s president and CEO in January 2024. She joined Halff as an intern in 2003 and served in various roles, including project manager, team leader, chief marketing officer and chief people officer. She was a member of the Board of Directors from 2018 to 2021. Intent on helping maintain Halff’s people-first culture, Jessica has spearheaded several initiatives, including establishing employee resource groups (ERGs), flexible work hours, firmwide employee communications and leadership development. In 2024, Jessica was recognized by the Dallas Business Journal with a Women in Business Award. She was also named one of the 500 most powerful business leaders in Dallas-Fort Worth in 2024 by D Magazine. She is actively involved in the community, serving on several advisory committees and boards and volunteering with Halff Community Initiative, Halff’s nonprofit. Jessica was recently appointed to the American Red Cross North Texas Region – Dallas-Fort Worth Metro East Board of Directors. She is currently the ACEC Dallas chapter president. Jessica, who earned her civil engineering degree from the University of Texas at Austin, resides in Dallas with her husband, Brett and her son, Bennett. In her free time, she loves to travel with her family and friends.

Nicci Tiner, PE, PTOE, Vice President at Garver

Nicci Tiner is a Vice President at Garver, where she has worked for most of her career. Her impact on the Transportation engineering industry can be defined by many “firsts” throughout her 37-year career. In 1998, as women still faced low representation in the field, Nicci became the first female partner and owner at Garver, chosen based on her performance and proven leadership. She claimed another first in 2009 when she became the first Professional Traffic Operations Engineer in Arkansas and continued her streak in 2021 when she becomes the first female president of the Arkansas Academy of Civil Engineers (AACE). Within WTS Arkansas, she is one of the founding members. Within ITE, she has held many board positions in MOVITE including President in 2005 (she was the second female in that role). Her biggest career accomplishment was Garver’s Transportation Planning and Traffic Team which she created and led for 27 years. Outside of work, Nicci is active in several organizations. She is a member of the West Little Rock Rotary Club and a previous recipient of Rotarian of the Year. She is also active in the Daughters of the American Revolution and is a past Regent of the Little Rock-Centennial Chapter.

Jean Block, Chief Executive Officer of Little Rock Water Reclamation Authority (LRWRA)

LRWRA is the sewer utility of the City of Little Rock and the largest wastewater utility in the State of Arkansas. Jean was named CEO in August 2023 and is the 6th CEO in the utility’s history and the first woman to serve in this role.

Jean is a licensed attorney and practiced law for 23 years prior to becoming CEO. Her prior role was Chief Legal Officer at LRWRA. She has also served as Chief Legal Counsel of the Arkansas Scholarship Lottery, and an Assistant Attorney General for the State of Arkansas.

Jean is originally from Mill Valley, California, in the San Francisco Bay Area. She holds an undergraduate degree in Sociology from the University of California at Berkeley and a Juris Doctorate from the University of Kansas School of Law.

She and her husband, Rodney, live in downtown Little Rock with their cat, CiCi.
