Loren Smith

Loren C. Smith, PMP, is the Director of the Solutions Development Branch of the Office of Enterprise Technology Solutions (ETS) within the Information Technology Category (ITC) of GSA’s Federal Acquisition Service (FAS). The Federal Acquisition Service provides buying platforms and acquisition services to Federal, DoD, State and Local governments for a broad range of items from office supplies to motor vehicles to information technology and telecommunications products and services. ETS is responsible for GSA’s telecommunications and network services acquisition vehicles.
Loren C. Smith, PMP, joined FAS in 2010, after working many years in the private telecommunications industry supporting large federal customers and contracts. While in industry, Loren gained a reputation for developing innovative approaches to business solutions that help agencies to meet and exceed their telecommunications and contractual requirements.
With his extensive telecom background, Loren was tasked with developing a new GSA ordering and inventory management system in 2013. This new system, called Conexus, went live in 2018 and has become much more than simply an ordering and inventory management portal. Working closely with GSA’s customers and partners and utilizing the Agile development process, Loren and his team have developed Conexus to support the new 15-year, $50B Enterprise Infrastructure Solutions (EIS) contract, and potentially other future federal contracts.
Loren served in the U.S. Army 1989-1994 and earned the Meritorious Service Medal. At GSA, he received the FAS Commissioner's Award in 2011 and Spotlight Award in 2017. Loren is a Co-Chair of the Federal Mobility Group and received a Service to the Citizen Award. Loren received his Federal Acquisition Certification for Program and Project Managers III (FAC-P/PM III), Federal Acquisition Certification for Contracting Officer's Representatives III (FAC-COR III), Project Management Professional and AI Prompt Engineering Credential.
