The purpose of this workshop is to introduce operations planning to new professionals in the transit industry and to serve as a timely refresher for others in the field. Transit operations planning is defined as a collection of activities which assures that transit services are cost-effectively provided to meet the mobility needs of a community. FDOT is sponsoring this hands-on transit operations planning workshop (FREE to participants) to support local transit agencies and local governments in the implementation and operation of public transit services. The workshop is open to those affiliated with a Florida public agency.

The workshop is scheduled over three full days (8:30am to 4:30pm) and one half-day (8:30am to 1:00pm) and will consist of interactive modules and sessions that include the following topics:

· Service Area and Route Characteristics including types of travel, socioeconomic and geographic characteristics, community policies, energy considerations, security issues important to service planning; common network designs; and key transit terminology.

· Goals, Objectives, Measures and Standards including a framework for service evaluation and examples of frequently used measures and standards.

· Data Collection including data needs; data collection techniques for existing and potential riders; and a data collection program.

· Service Analysis including the analysis process; system level analysis techniques; route level procedures; and sub-route level analysis.

· Service Improvement Concepts including operating strategies; schedule adjustments; alignment changes; system-wide changes; service type changes; transportation demand management; ADA implications; and competition.

· Schedule Preparation including demand and policy headways; line specifications; headway tables; blocking; run cutting; and driver rostering.

· Cost Allocation and Cost Estimation including cost estimation theory; fully allocated costing methods; and incremental costing methods.

· Demand and Revenue Estimation including demand estimation techniques and applications; and revenue estimation procedures.

· Service Change Implementation including elements of a service change program; considerations in program implementation; and strategies for program monitoring.
