Ryan Kelzenberg – Emergency Management Coordinator
Ryan has a solid foundation in both oral and written communication skills, which have been honed through his academic pursuits, culminating in three college degrees. He began his educational journey by obtaining an associate degree in law enforcement, followed by a bachelor’s degree in public safety and security from Concordia University – St. Paul. During his undergraduate studies, he developed an interest in leadership and management, prompting him to pursue a master’s degree in leadership and management from the same institution in 2014.

With a strong commitment to continuous learning, Ryan strives to enhance his soft skills, hard skills, and leadership abilities to adapt to the ever-evolving workplace dynamics. He understands the importance of fostering relationships with colleagues, as well as continually improving his skill set to thrive in today's competitive business landscape. Ryan has gained valuable experience in business, leadership, organizational research, strategic planning, and emergency management through his professional roles in both business and government sectors.

Ryan aims to leverage his expertise in organizational leadership and management to support an organization in achieving its goals. He is eager to contribute to a team environment and play a proactive role in driving the success of the organization.

Brad Roman – IT & GIS Coordinator, Operations - Hennepin County Emergency Management
Brad Roman has been employed at Hennepin County (HC) for nearly 20 years, and currently works for Hennepin County Emergency Management (HCEM) as part of the Operations team. Brad’s core duties include coordinating, analyzing, researching, developing, and supporting various IT, Geographic Information Systems (GIS), and other technology used in disaster and large-scale event planning and operations.

Often regarded as the “Swiss Army Knife” of the department, Brad also serves as a Public Warning Officer, Situation Awareness Specialist, Threat Liaison Officer, and Operator (e.g. heavy equipment, emergency vehicles, specialized response equipment, etc.).

Over his career, Brad has worked on various disasters (e.g. flooding, severe weather, tornados, 35W Bridge Collapse), NSSEs, SEARs, presidential visits, civil unrest, and other adversarial threats in both cyber and physical realms. The most meaningful highlights to him include community volunteerism, participating in the first Hack the Pentagon program, and developing Hennepin County’s address geolocation database used in 911 dispatching.

Dennis Jahnke – Hennepin County Sheriff and Sheild Program
Lieutenant Dennis Jahnke joined the Hennepin County Sheriff’s Office in 2001 after earning a bachelor’s degree in law enforcement from Minnesota State University, Mankato. He currently helps oversee the Criminal Intelligence Division, including personnel assigned to the FBI’s Joint Terrorism Task Force and guiding the department’s Shield program that links the intelligence analytics of law enforcement with the eyes and skills found in the private sector. He is also the Manager of the North Central High Intensity Drug Trafficking Areas Minnesota Investigative Support Center and leads the HCSO Threat Assessment Team.

In his tenure, Lt. Jahnke’s gained valuable practical insight into management challenges and problem solving through his work in county court security, at the adult detention center, and investigating personnel background with the human resources division. He applied this expertise and street sense in his role as team leader for the Emergency Services Unit (ESU), the county’s special weapons and tactics response team for 17 years. He also spent 10 years leading the ESU Sniper Team. He was on the adjunct faculty for Texas State University and currently with Louisiana State University teaching criminal intelligence, emergency preparedness and tactical response training to officers/analysts facing criminal or terrorist attacks. He also is a certified Master Trainer with the DHS National Threat Evaluation and Reporting Office.

Because of his expertise, Lt. Jahnke was twice chosen for a fellowship position within the FBI, bringing his practical knowledge to the Bureau’s Active Shooter Initiative at FBI Headquarters in Washington, DC. The fellowship is sponsored by the Office of Partner Engagement in conjunction with the FBI’s Police Executive Fellowship Program.

Lieutenant Jahnke routinely is invited to teach and speak at conferences at private sector events throughout the United States on topics including the active shooter phenomenon, terrorism, countering violent extremism, and sovereign citizens. Conferences attendees come from a variety of professions including law enforcement, military, emergency management services, fire, probation, private sector security, mental health, and threat assessment professionals
