Yes, all data sets described are open registered under CC-BY license or similar. The data set is publicly available including via the Google Earth Engine catalog.

Is the 30 m resolution finest resolution for such data sets?

In principle 30 m is the finest spatial resolution for global open DTM data sets, although some commercial data sets are available at even finer resolutions e.g. 5 m.
