In December 2022, Mayor Karen Bass signed Executive Directive 1 (ED1) as her first act in office. ED1 was designed to fast-track 100% affordable housing projects by cutting through red tape and speeding approvals. The goal: get homes built faster for those who need them most.

Nearly three years later, what’s the real impact? ED1 generated early momentum with over 16,000 affordable units proposed in its first year, but many questions remain. Are those units moving into construction? How has ED1 shaped the city’s housing landscape? What lessons can we take forward?
