Ms. Hughes oversees Open Meetings Act compliance among more than 170 boards and commissions, and Freedom of Information Act compliance of more than 60 District Government Agencies, including the Executive Office of the Mayor and the Council of the District of Columbia. She advances transparency policies and programs impacting all of local government with the aim of increasing the public’s access to records, and creating a more responsive government through the use of civic engagement tools.

Justin Herman, U.S. Federal SocialGov lead at Digital Gov, U.S. General Services Administration

Justin Herman manages social media and digital engagement for the General Services Administration's Office of Citizen Services and Innovative Technologies, where he leads the SocialGov Community of almost 1000 managers at over 170 government organizations. His program is dedicated to helping modernize public services to improve how government works together with citizens, collaborates across agencies, and performs within their own organizations. He’s been recognized as one of the 15 most forward-thinking people in government by FierceGovernment; Up-and-Comer of the Year and one of the Top 25 Most Influential People Under 40 by Fedscoop; one of the Top 50 luminaries, disruptors and newsmakers by InTheCapitol; and by Washington Life magazine as one of the most influential young leaders in Washington.

Matt Bailey, Director of Technology Innovation, Government of the District of Columbia

Matt Bailey is D.C.’s first Director of Technology Innovation. In that capacity he helps connect DC government with the innovation economy and the civic technology community. His focus areas include closing the innovation gap, using technology to stimulate job creation, and improving access to innovative solutions to serve the District’s most overlooked communities. Matt is also working to reinvigorate the District’s Open Government and Open Data programs. Previously, he served the Consumer Financial Protection Bureau as a technology strategist and user experience manager. Matt is also a co-founder of Code for DC, an all-volunteer organization that builds technology to help to improve the lives of District residents. Prior to that, Matt was CTO for Citizen Effect, a non-profit that paired a Kickstarter-like fundraising platform with community organizing and skill-building domestically and abroad. He has worked in civil sector technology consulting, web development, and information security and he’s an unapologetic English Major.
