DHCD invites public comment on the Fiscal Year 2025 Consolidated Annual Performance and Evaluation Report (CAPER). The District of Columbia accepted entitlement funds received through the U.S. Department of Housing and Urban Development (HUD). The CAPER is published for citizen comments, detailing the performance outcomes derived from entitlement funds granted in Fiscal Year 2025 federal allocations.

Director Colleen Green will host an in-person and virtual public hearing. If you are unable to join in-person, you can join virtually using the link available on DHCD’s website at dhcd.dc.gov.

You can review the FY 2025 CAPER document at this link here: FY 2025 CAPER, and you can request a hard copy by sending your name and address in an email to opm.questions@dc.gov. Here are additional details below on how to email and mail written comments, and how to register to testify in-person.


Public Comment Period: All public statements must be received by 5:00 pm on Wednesday, December 31, 2025. You can submit written comments in the following ways:

  • By Email: You can email written statements and comments to opm.questions@dc.gov.
  • In-Person: If you would like to present statements and comments in-person, you are encouraged to register for the public hearing in advance.

Language and Translation Services: English, Spanish, and American Sign Language (ASL) interpreters will be available. If you require language or translation services, please specify which language (American Sign Language (ASL), Spanish, Vietnamese, Chinese-Mandarin/Cantonese, Amharic, or French). Telecommunications Device for the Deaf (TDD) relay service is available by calling (800) 201-7165.
