As a small business operating in the DoD market sector, you have likely heard a government representative tell you they can’t buy your product or service until funds are “POM-ed.” When you ask some follow up questions, you learn of a larger and apparently monolithic Planning, Programming, and Budgeting & Expectation (PPBE) process operating in support of the President’s Budget (PB) submission.
