Let's get all the agencies together to coordinate efforts and keep San Francisquito Creek clean and safe!

Please save the date for our upcoming in-person San Francisquito Creek (SFC) Multi-Agency Coordination (MAC) Tabletop Exercise (TTX) Hosted by City of Palo Alto Office of Emergency Services (OES), and Valley Water.This exercise is designed to validate and standardize Inter-Jurisdictional Standard Operating Procedures (SOPs) for the coordinated regional response to significant flood events, involving the City of Palo Alto, adjacent jurisdictions, and external coordinating agencies.

TTX OBJECTIVES AND FUNCTIONAL CAPABILITIESThe designated objectives for this TTX are aligned with last year's SFC MAC after action review (AAR).I. Functional Area: Mitigation/Prevention ReadinessCapability A: Public Information and Warning (PIW) Protocols

  • Establishment of Emergency Level Tiers contingent upon inundation thresholds and predictive modeling data.
  • Validation of Inundation Triggers and pre-determined thresholds for resource deployment and public notification.
  • Formal designation and delineation of the Joint Information Center (JIC) Lead and confirmation of Roles, Responsibilities, and Authorities (RRAs) for all Public Information Officers (PIOs) operating under the Joint Information System (JIS) within the SFC MAC.

II. Functional Area: Operational Coordination and PlanningCapability B: Inter-Jurisdictional Coordination and Agreements

  • Define and confirm the role of Public Information Officers (PIOs) within the Joint Information System (JIS) to ensure message standardization and consistency across all participating jurisdictions.
  • Review and validation of existing inter-agency agreements, including Emergency Action Plans (EAPs), Multi-Agency Coordination (MAC) Emergency Plans and Processes, and Mutual Assistance/Aid Agreements. Establish a timeline for when formal agreements are published.
