No! You are more than welcome to just come and listen (but many people feel inspired to put their name in the hat once they come and listen).

I want to tell a story, are there rules?

The stories have to be true, personal (about you), and fit within 5-7 minutes. My biggest tip is make sure your story has a clear beginning, middle, and end!
