This meeting will be one in a series of community meetings as the application to extend the Development Agreement works its way through the City's review process.

Additional Background

In 1992, the City of Berkeley and Miles Inc. (now Bayer HealthCare LLC, and referred to as Bayer) entered into a 30-year Development Agreement (DA) that planned for long-term development and investment in one of the earliest biopharmaceutical manufacturing facilities. In the intervening years, the biotechnology industry and the Berkeley community have both seen dramatic advancements, and Bayer has submitted an application to amend and extend the DA term for another 30 years, from February 2022 to February 2053.

Overall, Bayer seeks to modify its long-term development plan for its pharmaceutical manufacturing campus in west Berkeley with a unified design that complements and supplements approximately 725,000 square feet of existing development under existing approvals. Whereas the City previously approved approximately 1,886,000 square feet of development on the project site, the modified plan proposed here contemplates approximately 1,721,000 square feet of development, thereby reducing planned building space by about 165,000 square feet. New facilities will be state-of-the-art, meet or exceed all seismic requirements and be developed and constructed in accordance with both City of Berkeley objectives and Bayer’s own aggressive climate goals.

Bayer has selected the Berkeley campus as the location to build an innovation hub focused on technologies that improve patients' lives. For more than a quarter century, commercial manufacturing of therapies to treat hemophilia have been at the heart of Bayer’s Berkeley site. Here, we have researched, developed and launched four products that have helped to transform how the hemophilia community manages this difficult disorder. Bayer is strengthening its pipeline of new approaches to harness biotechnology to improve patient outcomes. These therapies hold tremendous promise to treat diseases. Building on its foundation of biotech manufacturing excellence, the Berkeley site is positioned to broaden its capacities to serve as a hub of biotechnology innovation. In addition to hemophilia, we are focusing our research and development efforts on other conditions in hematology, cardiology and oncology.
