We are pleased to announce that Keith Owens (Director of Program Management) and Jacqueline Meraz (Capital Program Specialist) of the Ontario International Airport Authority (OIAA) will be joining us to provide updates on the capital improvement program for Ontario International Airport (ONT).

The timeline for our luncheon will be as follows:

  • Registration and social (half) hour - 11:00am to 11:30am
  • Lunch - 11:30am to 12:00pm
  • Program - 12:00pm to 1:00pm.

Speaker Bio: KEITH OWENS, PE, Director of Engineering and Construction

After graduating from Long Beach State with a B.S. in Civil Engineering in 1983, Keith started his career working for the Port of Los Angeles (1983 – 1987) as a project engineer preparing specifications, legal descriptions for Port leases and then transitioned to civil design for container backlands. Prior to flying over to LAX, he became a registered Professional Engineer. While at the Department of Airports, City of LA (Now LAWA) (1988 – 2006), Keith performed project management and engineering for airport landside and airside projects at ONT and projects at LAX. From LAWA, Keith transitioned to Western Municipal Water District (WMWD) in Riverside, CA (2006 – 2010), where he served as their Development Services Manager and managed developers in engineering, design and construction of WMWD’s water and sewer system infrastructure. He then joined Burns & McDonnell in 2011 as an Aviation Project Manager (seller/doer) and spent 6 years as a private engineering consultant.

Keith subsequently joined OIAA in July 2017 as their Engineering Manager for 14 months and was then promoted to Director of Program Management in September 2018. In September 2022, he was promoted to Director of Project Management, a role in which he was responsible for “everything” engineering, design and construction of the ONT CIP, FAA ACIP and major repair projects and programs for the OIAA.

Speaker Bio: JACQUELINE MERAZ, Capital Program Specialist

Jacqueline Meraz is a graduate of Cal State San Bernardino, with a bachelor’s degree in criminal justice.

Jacqueline is a proficient project management professional with over 15 years of experience providing high level support and coordination for large scale organizations. She came to OIAA from the healthcare field, having previously served as an administrative assistant for a large healthcare organization based in the Inland Empire. Additionally, Jacqueline has prior work experience with Skanska involved in document and project controls.

In her current capacity as a Capital Program Specialist for Ontario International Airport, Jacqueline’s primary responsibilities include managing contracts, procurements, grants, and budgets for the Airport’s capital development program.
