Many believe that expanding Pell Grants to short-term programs should be a top priority for the Higher Education Act. Several bills to expand Pell have garnered significant bipartisan support, but there remains healthy debate over the best methods for expanding access to short-term programs while protecting a vital source of federal student aid.
