The Presenters

Michael Smith is a retired Senior Executive from the Department of Homeland Security (DHS) and currently serves as the Founder/CEO of Access Government Services and Executive Vice President with GovConRx where he uses his vast federal acquisition experience in contracting, performance management, program management, and logistics to provide full service acquisition consulting services for companies doing business with Federal, State, and Local governments.

Mr. Smith formerly served as the Program Manager for the $48B EAGLE and FirstSource Programs, DHS Director of Strategic Sourcing, and finally as Executive Director of the Department of Homeland Security (DHS) Office of Selective Acquisitions (OSA) within the Office of the Chief Procurement Officer (OCPO) where he led the execution of classified and sensitive acquisitions for several DHS customers across the headquarters and component organizations. Mr. Smith is recognized across the Government as a true innovator and transformational leader. He has over 34 years of experience in Federal procurement and acquisition-related fields including several positions of increasing levels of responsibility.

Monica Padron Harris is an acquisition consultant with over 30+ years of experience in a variety of Federal agencies, Monica specializes in identifying strategic acquisition targets, understanding the federal contracting marketplace specifically within DHS with the last 12+ years spent at USCIS as a Contracting Officer, Sr. Procurement Analyst, and a Sr. IT Acquisition Advisor to the senior leadership team within OIT and the Office of Contracting.

As a Sr. IT Acquisition Advisor, Monica advised on the acquisition strategy, the evaluation factors, and a technical advisor SME on program contract requirements. She led procurement strategies on cross functional committees for OIT and the Office of Contracting.

Monica provided executive leadership and guidance on development and implementation of sound and innovative acquisition policies and procedures for programs consistent with contractual regulations and policies. Advised on program plans and priorities that are fundamentally significant in establishing, meeting, and in evaluating mission objectives and program goals.

She has a deep understanding of federal regulatory frameworks, including the Federal Acquisition Regulation (FAR) and agency internal regulations and approval processes.

Monica has intimate knowledge of DHS and USCIS OIT and Office of Contracting programs as well as the roles of the decision makers that drive procurement decisions.

Brian Hebbel is a federal procurement expert, consultant, author and trainer. Through his 40 years of Government contracting expertise, he has provided expert advice and guidance to Government officials and contractors alike. He was a Senior Acquisition Official (Group Director) at the Centers for Medicare & Medicaid Services, Office of Acquisition and Grants Management. He provided oversight to three contracting divisions awarding $1,500,000,000 in contract awards in FY 2017. He is also the author of CPARS Guide & Best Practices for Federal Contractors and How to Market & Sell to the U.S Government, A View from the Inside. Teaming with former colleagues, he has trained over 5,000 people in the past 6 years with his unique "Inside Government Perspective" training. He also provides training to the government contracting staff with three courses:

  • A Simulated Technical Evaluation Panel Training Exercise
  • CPARS Training
  • FAR Crash Course

These same courses are also offered online to Government contractors.
