All Hazards Threat Overview & Comparative Risk Assessment is unique half day (afternoon) session that provides a broad overview of a variety of a major natural and man-made risks tied that could lead to disaster, and then leverages a time-proven THIRA (Threat and Hazard Identification and Risk Assessment) approach originally developed by the Association of Bay Area Governments (ABAG, in the San Francisco Bay area of California), then modified under a variety of programs within the Naval Postgraduate School for both domestic and international usage.

After completing AHTARA, students will have a comprehensive understanding of both manmade and natural risks along with how they compare using several key assessment criteria for better comprehending risks faced by their community, region, city or facility.

Among the key milestones in this portion:

· Understanding key characteristics and risk considerations for Chemical, Biological, Radiological and Nuclear (CBRN) threats

· Understanding key characteristics for major natural disaster threats such as earthquakes, floods, severe weather, wildland fires and pandemics

· Using a validated comparative risk assessment matrix methodology to collaboratively identify major risks and assess them by vulnerability, probability, maximum damage potential and history, in order to more effectively prioritize emergency preparedness programs, efforts, resources, planning and activities.
