Passages - HICAP is a state-sponsored program that provides free counseling to people with Medicare about their benefits, rights and options, and other health insurance related questions. HICAP provides unbiased information to help you make an informed decision for your individual health care needs.

Some Medicare Advantage plans are leaving Butte, Colusa, Glenn, Plumas and Tehama Counties in 2026 - meaning they’ll no longer be available to local residents. If your plan is ending, you’ll receive a notice and can choose a new Medicare Advantage plan offered in Butte County or switch back to Original Medicare with optional Part D and Medigap coverage. You’ll have a special enrollment period through February 28, 2026 to make this change so your coverage continues without questions about pre-existing conditions or penalties. Passages - HICAP recommends enrolling in replacement insurance coverage by December 31, 2025 to avoid any gaps in medical or prescription coverage.

This workshop will provide basic information about the plan availability in 2026 and offer one-on-one enrollment counseling for residents who are affected by these changes.
