1:15PM-2:45 PM PANEL #1– Legalized Possession and Use of Cannabis: A Legal & Ethical Dilemma for Healthcare Organizations

While unthinkable just a few years ago, over half of the states have legalized the production, distribution, and use of cannabis for medical purposes. Indeed, a number of these same states have legalized the possession and use of cannabis for recreational purposes, too. At the same time, as a matter of federal law cannabis remains classified as a Schedule I substance – having no known therapeutic or beneficial purpose. It does not seem likely that there will be any relaxation of the federal view of cannabis for the next four years.

The tension between federal and state laws governing cannabis is creating a tension that is leaving healthcare organizations and professionals in the middle. On the one hand, there is both a growing body of research demonstrating the efficacy of cannabis for certain medical conditions and a public that is open to using it for these purposes. On the other hand, healthcare organizations and professionals have contracts and licenses that are dependent on their compliance with federal laws – including those addressing the possession and use of cannabis.

  • Moderator: Lisa L. Pittman, Attorney, Feldmann Nagel, LLC

  • Karen Keough, M.D., Child Neurology Consultants of Austin

  • Patrick Moran, Founding Board Member, Texas Cannabis Industry Association

2:45 PM-3:00 PM Break (light refreshments provided)

3:00 PM-4:30 PM PANEL #2 – The Healthcare Executive’s Role in IT Decisions

Today’s healthcare executive works in a world of ever-increasing information technology options. How do they navigate, evolve and respond to the changing informatics world. These leaders often do not work directly with information technology, nor necessarily understand the application, but they are asked to make crucial decisions about their implementation. The outcomes of those decisions have financial, strategic and patient outcomes and the cost of a mistake can be devastating. Is there a methodology or a roadmap to assist the non-technical executive to proactively make technology decisions?

  • Moderator: Kristen Lowe, Chief Executive Officer, PAM Specialty Hospital of San Antonio

  • James Hickey, Acting Deputy Program Manager, Defense Health Agency

  • Clemens Scott Kruse, Ph.D., MBA, MHA, MSIT, FACHE, Graduate Programs Director, IT Professor, Texas State University

  • Lt. Travis Kelley, MHA, MHIT, CIO of Defense Health Agency’s Infrastructure

  • William Philips, Pres., Sr. Vice CIO, UHS Office of the CMO

4:30 PM Closing remarks – CT/ST ACHE chapter leadership
