RIHETC (RI Higher Education Training Consortium)

About the Consortium:

The Rhode Island Higher Education Training Consortium (the ‘Consortium’) is dedicated to providing the higher education workforce with the training they need to succeed, while affording opportunities to network with colleagues from other area institutions.  The Consortium offers comprehensive programs designed to address mutual needs within the member institutions while providing economies of scale


Membership Fee – The membership fee is $1,000.00 per institution.  The membership fee will cover the cost of administrative support required for the effective delivery of training programs.  The fee will be reviewed and set annually by the Program Committee.  The membership year runs from July 1st - June 30th.
Program Fees– Program fees will be established for each training program offered by the Consortium based on related expenses of offering such program.  Programs will be offered to non-member institutions at Member Fee plus 20% to cover administrative costs.  Program fees will cover attendance, materials, and meals.

Roles and Responsibilities:

Member Institution – All higher educational institutions in Rhode Island will be provided the opportunity to become a member of the Consortium.  A member institution will be determined based on the contribution of the annual membership fee.  Each member institution will appoint at least one representative to the Program Committee.
Program Committee – The Program Committee will be comprised of at least one representative from each member institution; however, each institution will have only one voting member.  The Program Committee will be responsible for guiding program development and offerings and will meet, at minimum, once per quarter.  The Program Committee will elect a Program Chair.
Program Chair – The Program Chair will be responsible to ensure that all Consortium business is in keeping with the spirit and intent of the collaborative effort.  The Chair will also be responsible for scheduling and developing the agenda for all Program Committee meetings and will serve as the primary liaison with the Training Coordinator.  The Program Chair responsibility will rotate on an annual basis.

Training Coordinator – The Training Coordinator is accountable for providing coordination, logistical support, and related administrative support, including accounting of fees and year-end reporting, required for the effective delivery of training programs offered by the Consortium.  The Coordinator will be located remotely and will work collaboratively with the Program Chair as well as training liaisons for other participating institutions of higher education.  The Training Coordinator will serve as a non-voting member of the Program Committee.  This is a part-time (five – eight hour per week) role.

Registration and Cancellation:

Registration – Each member institution will be guaranteed a minimum number of seats for each training session offered by the Consortium based on the maximum capacity of said program.  If a member institution has not filled their guaranteed slots 3 weeks prior to the session, the available seats will be offered on a first come, first serve basis to other member institutions.  If all seats are not filled as of 2 weeks prior to the start of the session, the available seats will be offered to non-member institutions on a first come, first serve basis.
Registrations and program fees will be coordinated and collected by the Training Coordinator.


Cancellation – Member institutions may cancel, in writing to the Training Coordinator, a participant registration for a full refund if such written notice is received at least 8 weeks prior to the scheduled session; cancellations received between 6 – 8 weeks prior to the scheduled session will be refunded at 50% of the program fee; cancellations received less than 6 weeks prior to the scheduled session will be non-refundable.  All non-member institutions registrations will be non-refundable.  All registrations will be transferable within the registered participant’s institution provided such transfer is communicated in writing to the Training Coordinator no later than 48 hours prior to the scheduled program.
Should a scheduled program need to be canceled due to lack of participation or unforeseen events, participant registrations will be fully refundable.
