Systems commissioning is a well-established best practice in many engineering disciplines and building maintenance programs today as a means to reduce installation errors and improve reliability, and increase performance of mechanical systems through a predefined process with improved document and project management.  It's value is well recognized in most industries including the fire protection and life safety industry.  And, the concepts can be applied across the board.

 

Commissioning starts with improved documentation from design inception and ends with the proven proper maintenance of the installed system- a wing to wing approach to facility changes management. The National Institute of Building Sciences, a non-profit, non-governmental organization, focused on the identification and resolution of potential problems that hamper the construction industry throughout the United States, sums up the value of commissioning effectively as follows:

 

“Organizations that have researched commissioning claim that owners can achieve savings in operations of $4 USD over the first five years of occupancy as a direct result of every $1 USD invested in commissioning —an excellent return on investment.”

 

            Learning Objectives:

·      Recognizing the benefits of properly commissioned fire and life safety systems relating to:

1.        Building contractors benefiting from reduced change orders,

2.        Building owners benefiting with a final building or project that has fewer service issues, and

3.        Local maintenance teams realizing fewer disruptions, lower maintenance costs and better documented systems for team training.

Vacant or idle facilities are particularly susceptible to losses from malicious mischief, vandalism, and arson.  As idle facilities deteriorate, the chances of losses increase and managing these types of properties could receive a lower priority to those routinely occupied.  Failure to manage these types of properties could result in property losses comparable to those related to occupied properties
