9am Jackson’s Shared Solar Project – Speaker Pending

This presentation is focused on the new shared solar project in Jackson Hole. Attendees will hear a background of the project and how this was an outcome of the Joint Powers Partnership and the individual and collective effort, leadership, and investment of all three parties.

10am Wyoming Energy Projects & Financing Presentations

1:30 pm Deregulation: the pitfalls of ‘Energy Choice.’ - Paul Griffin, Executive Director, EnergyFairness.Org
Mr. Griffin will speak about deregulation of the energy market and how their can be pitfalls with energy choice.

2:30 pm Localized Energy Impacts Study – Dr. Rob Godby, Director, Center for Energy Economics & Public Policy, University of Wyoming

Dr. Godby's presentation will focus on potential economic impacts to Wyoming, and to local economies in Wyoming of possible changes in the energy industry. Specifically, the potential employment and fiscal impacts both locally and nationally are described for potential reductions in coal production or generator shutdowns across the state.

3:30pm Energy Market & Regulatory Overview – Michael Nasi, Environmental & Utility Attorney at Jackson Walker LLP and Randy Eminger, Executive Director, Energy Policy Network

Mr. Nasi and Mr. Eminger will provide an overview of the current state of energy markets and regulatory environments around the country, and how this effects Wyoming's resources.

Friday, March 29

8:30am Wyoming Energy Policy – Speaker Pending

This presentation focuses on current Wyoming energy policies, including highlights from the 2019 Legislative session.

10am Ratemaking & New Technology – Kara B. Fornstrom, Chairman, Wyoming Public Service Commission

Chairman Fornstrom will discuss the traditional ratemaking model and why it is ill-suited, given the current state of technology, to incentivize utilities to invest in CCUS projects. She will also provide some thoughts on potential regulatory alternatives.

11am The Future of CCUS & Wyoming’s Role – Kipp Coddington, Director, Energy Policy & Economics & Director, Center for Economic Geology Research at the School of Energy Resources, University of Wyoming

Mr. Coddington will discuss the University of Wyoming’s ongoing U.S. Department of Energy-funded CCUS project in Gillette. He also will comment on the challenges and opportunities for Wyoming posed by international, federal and regional CCUS policy developments, including: (1) the Paris Agreement, which takes effect in 2020; (2) pending major federal climate legislation, which will be influenced by the Green New Deal and is being teed up for possible enactment in 2021; (3) California’s new 2045 zero-carbon electricity law and CCUS compliance methodology for low-carbon transportation fuels; and (4) Oregon’s cap-and-trade climate bill, which is expected to become law soon.
