Seminar Abstract

The election of Mr. Trump to the White House has changed many things, but perhaps none so drastically as the international trade policy environment. Brexit in Europe adds to the problem that Trump has created. Some may think that the Trump shock is a passing moment and US leadership in international trade and economic policy can be quickly restored. But there is little doubt that the certainties that the post-war trade regime, and the primacy the multilateral order delivered, are now vastly less certain.

The question we confront now is how the world — that has benefited so much from the certainties of economic openness that the WTO and other global institutions have provided — can protect its strategic economic and political interests in the absence of the leadership of its largest economy. Even while Trump and his White House advisers embrace the madness that would undermine global economic and political security and damage US standing in the world, the rest of the world has a continuing and strategic interest in new commitments to openness.

No one country — even China which is the second biggest economy in the world —can make the difference alone as the United States turns inwards. But there is strong interest in pushing collective leadership from Asia. Indonesia has a critical role to play through the ASEAN-led Regional Comprehensive Economic Partnership in achieving this goal.


Short Biography of Speaker

Peter Drysdale is Emeritus Professor of Economics at The Australian National University (ANU) and one of Australia's eminent economists. He is Australia's foremost expert in Australia's economic relations with Asia, especially Japan, which has repeatedly recognised his ­pioneering contributions. He is the author of many books and papers and his work has had considerable policy influence in Australia, East Asia and the Pacific. His path-breaking study, The Economics of International Pluralism: Economic Policy in East Asia and the Pacific, laid the intellectual foundations for the establishment of the Asia-Pacific Economic Cooperation (APEC). In 2016, he co-authored the Australia-China Joint Economic Report: Partnership for Change, the first major independent joint study of the bilateral relationship between the two countries that was presented to both the Australian Prime Minister and the Chinese Premier.

In 2011-12, Peter Drysdale served on the Advisory and Cabinet Committee of the Australian Government's White Paper on Australia in the Asian Century and as a member of the Strategic Advisory Board for its implementation. He was founding head of the Australia-Japan Research Centre and, until 2002, its Executive Director.

Professor Drysdale is recipient of the Asia Pacific Prize, the Weary Dunlop Award, the Japanese Order of the Rising Sun with Gold Rays and Neck Ribbon, the Australian Centenary Medal and he is a member of the Order of Australia. He received his PhD in 1967 from the ANU and has been PhD supervisor to more than 80 students at the ANU. He is presently Head of East Asia Forum, the East Asian Bureau of Economic Research (EABER) and the South Asia Bureau of Economic Research (SABER) at the ANU Crawford School of Public Policy. He is editor of the East Asia Forum where he writes a weekly editorial on Asian affairs.
