Webinar: How to Align Workforce and Housing Systems: An Example from Multnomah County, OR

This webinar will provide a snapshot of the success and sustainability of the Economic Opportunity Program Rent Assistance collaboration and will cover best practices for successful collaboration with partners from different services systems.

Presenters include:

-Michael Parkhurst, Affordable Housing Initiative Program Officer at Meyer Memorial Trust

-Connor McDonnell, Housing Integrator at Oregon Housing and Community Services

-Leigh Schrock, Short Term Rent Assistance Program Supervisor at Home Forward

-Patricia McLean, Program Evaluator at Human Solutions

-Blair Schaeffer-Bisht, Senior Project Manager at Worksystems.

The Economic Opportunity Program (EOP) gives low-income individuals the opportunity and assistance that is often needed to develop career goals that lead to self-sufficiency and subsequent housing stability. EOP participants work with Career Coaches in Community-Based Organizations (CBOs) to create career plans and access vocational training to gain living-wage employment.

Worksystems, the local workforce development board, and EOP CBO partners have seen that participants who are homeless or struggling to maintain their housing face many challenges to successfully engaging in employment services and often leave the program without accomplishing their career goals. As part of its efforts to end homelessness, A Home for Everyone and Home Forward provided rent assistance for EOP participants who are homeless or at risk of losing their housing to support their work towards career track employment. A Home for Everyone is the local entity that receives Continuum of Care funds for Multnomah County, the City of Portland, and the City of Gresham. Home Forward is the housing authority for Multnomah County.

We have evaluated the first one and a half years of EOP rent assistance and have presented our findings in a report published at:
