Chip Dicks has more than 35 years of experience in all aspects of residential landlord tenant law.  Chip is co-editor of the Virginia Redbook, an annual publication of the Virginia Apartment and Management Association for property managers on the residential landlord  tenant law.  He conducts seminars on Landlord tenant and fair housing law for various real estate professional organizations through out Virginia.

In the governmental arena, Chip served in the Virginia house of Delegates from 1983-1989 and served as a legislative member of the Virginia House of Commission.  He has become the institutional knowledge on landlord tenant and real estate issues in the General Assembly and for more than 35 years, Has been the principal scribe of the real estate legislation in Virginia.  Chip represents the Virginia Realtors and the Northern Virginia Apartment Association as legislative counsel in the General Assembly on landlord tenant matters.




Dr. Sturtevant has been involved in research and analysis on a local economic, demographic and housing market conditions for more than 15 years.  Lisa’s areas of research include housing, migration, demographics and regional economic development.  Her recent projects include analysis of housing needs in local communities, evaluations of local inclusionary housing and public land policies, and the demographic factors shaping housing demand, with a focus on immigrants and older adults.  Lisa served as Vice President of Research of the National Housing Conference (NHC) between 2013-2016.  Prior to NHC, Lisa served as Deputy Director of the Center for Regional Analysis and Associate Research Professor at the George Mason University School of Public Policy.  She worked from 2000-2005 in the Arlington County, Virginia Department of Community Planning, Housing Development. 

Lisa completed her PHD in public policy from George Mason University in May 2006.  She received her master’s Degree in public policy from the University of Maryland in 2000 and a BS in mathematical economics from Wake forest university in 1994.
