Speaker Bios

Jonathan Reeves, Manager - Office of Emergency Management, DC Water

Jonathan Reeves is the Emergency Response and Planning Coordinator for the District of Columbia Water and Sewer Authority (DC Water). He focuses his efforts on managing and enhancing DC Water’s emergency management programs, ensuring OSHA and EPA regulatory compliance, development and implementation of emergency management training programs, and leading the DC Water incident management team.

Chris Wanner, Director of Operations, Portland Water Bureau
Chris is responsible for management of operations and maintenance of surface and groundwater supplies, including treatment, transmission, storage, distribution, pump stations and tanks, system analysis, security, and the SCADA system. Since 1984, Mr. Wanner has held various Bureau positions. He is the designated Direct Responsible Charge for the bureau with the State of Oregon and holds certifications for both Water Distribution (WD4) and Water Treatment (WT4). Mr. Wanner currently serves on the State’s Drinking Water Advisory Committee and is Vice-Chair of ORWARN and a member of AWWA, IWA and WEF. He has worked on many facets of asset management including participating in Water Services Association of Australia benchmarking and Leading Edge of Strategic AM efforts.

Courtney Patterson, Operations Manager, Portland Bureau of Emergency Management
Courtney Patterson is responsible for the Portland Emergency Coordination Center (ECC), where city employees gather to manage disaster situations. She also supervises the ECC responder, NET and BEECN programs. Prior to becoming operations manager, she spent three years designing trainings, simulating disasters, and writing procedures for PBEM. Previously, she served as a United States Marine planning and conducting humanitarian assistance training in Okinawa, Japan; Pohang, South Korea; and Manila, the Philippines. She evacuated American citizens from Japan following the 2011 Tohoku earthquake and tsunami. She was deployed to Helmand Province, Afghanistan as a battalion Logistics Officer. Her unit built roads and bridges and provided bulk fuel and water. She received her bachelor’s degree in political science from Tulane University in New Orleans, LA.
