About
EPA will hold a public meeting to receive input and information to assist the Agency in its efforts to establish the scope of risk evaluations under development for the ten chemical substances designated on December 19, 2016 for risk evaluations pursuant to the Toxic Substances Control Act (TSCA), as amended by the Frank R. Lautenberg Chemical Safety for the 21st Century Act. EPA is providing the public an opportunity to identify information specifically related to the conditions of use for the ten chemical substances (i.e., the circumstances under which a chemical substance is intended, known, or reasonably foreseen to be manufactured, processed, distributed in commerce, used, or disposed of). EPA has established separate dockets for each of the ten initial chemical substances for risk evaluation to facilitate receipt of information which may be useful to the Agency’s risk evaluations. EPA will hear oral comments at the meeting and is requesting that written comments be submitted to the docket by March 15, 2017.
This information is needed because the first step in the risk evaluation process, as outlined in TSCA, is to issue a scoping document for each chemical substance within six months of its designation in the Federal Register. The scoping document will include information about the chemical substance, such as conditions of use, exposures, including potentially exposed or susceptible subpopulations, and hazards, that the Agency expects to consider in the risk evaluation.
The first ten chemicals EPA will evaluate for potential risks to human health and the environment under TSCA reform are:

1-Bromopropane
Asbestos
Carbon Tetrachloride
Cyclic Aliphatic Bromide Cluster
Methylene Chloride
N-methylpyrrolidone
Pigment Violet 29
Tetrachloroethylene, also known as perchloroethylene
Trichloroethylene

The public in general and a wide range of stakeholders including chemical manufacturers, processors and distributors, safer chemicals community, NGOs, trade associations, chemical user community, scientific community, academic research community, small businesses, states and tribes.
What will be covered at the event
On June 22, 2016, President Obama signed into law the Frank R. Lautenberg Chemical Safety for the 21st Century Act, which amended the Toxic Substances Control Act of 1976 (TSCA). A number of statutory changes have enhanced the EPA’s authority to evaluate chemicals and make determinations regarding their unreasonable risk to health and the environment prior to commercialization. Specifically, EPA has announced the first ten chemicals it will evaluate for potential risks to human health and the environment, and is seeking information from the public and stakeholders related to the conditions of use of these ten chemicals. To assist in identifying conditions of use, EPA is making available use dossiers for the initial ten chemicals for public review and comment. These documents contain the information EPA has collected to date, and can be found in the public docket.
At the meeting, EPA will provide an overview of information the Agency has obtained thus far relating to conditions of use of the ten chemical substances and then hear oral comments from stakeholders. Written comments are also being accepted. Information obtained during this meeting will be considered by the Agency in its risk evaluation process under TSCA.
