On behalf of the UNA-USA Westchester Chapter, we cordially extend this invitation to you for our Annual Meeting on Sunday, April 28, 2013 at the Community Unitarian Church in White Plains, New York. 
 
Speaking on the theme of "Peace and Security - Essential for Development", our distinguished special guest for the program will be H.E. Ambassador Mohammed Loulichki of the Kingdom of Morocco to the UN. The Ambassador will be joined by Mr. Narinder Kakar, Permanent Observer of the International Union for Conservation of Nature (IUCN) and of the the University for Peace (UNPEACE) to the UN.

Speaker Profiles 

H.E. Ambassador Mohammed Loulichki of the Kingdom of Morocco to the United Nations 

H.E. Ambassador Mohammed Loulichki has been the Permanent Representative and Ambassador of the Kingdom of Morocco to the United Nations in New York since 2008. He currently represents Morocco as a member of the Security Council and served as President of the Council in December 2012. He was recently elected Chair of the Security Council Counter-Terrorism Committee. Other important positions include Chair of the Working Group on Peacekeeping Operations (2012) and Chair of the Security Council Committee established pursuant to Security Council resolution 2048 (2012) concerning Guinea-Bissau.

As a member of the Human Rights Council, Mr. Loulichki has served as facilitator of the review process of the status of the Human Rights Council (2010-2011) and on the relationship between the Human Rights Council and the Office of the High Commissioner for Human Rights (2008). Prior to his appointment in New York, Ambassador Loulichki held the posts of Permanent Representative to the UN in Geneva (2006-2008), Ambassador and Deputy Permanent Representative to the UN in New York (2001-2003) and Ambassador to Hungary, Croatia and Bosnia and Herzegovina (1995-1999).

Mr. Loulichki joined the Ministry of Foreign Affairs of Morocco in 1974 and has served as Legal Counsel; Director-General of Multilateral Affairs and International Cooperation; liaison to and coordinator of relations with the United Nations Mission for the Referendum in Western Sahara (MINURSO); and Chef de Cabinet of the Ministry of Foreign Affairs and Cooperation. Mr. Loulichki holds degrees from the National Institute of Administration in Rabat, the Rabat School of Law and the University of Paris/Sorbonne.

Mr. Narinder Kakar, Permanent Observer of the International Union for  Conservation of Nature (IUCN) and of the the University for  Peace (UNPEACE) to the United Nations

 

  

Mr. Narinder Kakar serves as Permanent Observer of the International Union for Conservation of Nature (IUCN) and of the University for Peace (UPEACE) to the United Nations.  A citizen of India, Narinder has had extensive experience working for the UN before assuming  responsibilities for IUCN and UPEACE.  He served UNDP for over thirty years in countries like Yemen, Guyana, Turkey, China and the Maldives (including serving as UN Resident Coordinator and UNDP Resident Representative) in addition to serving in senior positions at UNDP Headquarters. During his long career with UNDP, his responsibilities included development and management of programs in the areas of socio-economic development and sustainable development. Narinder also serves as a visiting professor at the UN- established University for Peace, teaching a course on the UN System and International Organizations. He has also taught at Pace University. 

Narinder obtained his B.A. from Delhi Polytechnic and a Diploma in Journalism from the Institute of Journalism in Delhi.  He obtained his master’s degree from Haceteppe University in Turkey.  He was a Research Associate at Harvard University, conducting research in the field of social development

Narinder has served on a number of boards: as Chairperson of the UN Joint Appeals Board; Chairman of the UN Federal Credit Union; Member of the Board of Directors of the UN Joint Staff Pension Board; and as member of the Board of Directors of the International School of Beijing.  He currently serves as a member of the Board of Governors of the Canadian Foundation for International Training, and on the editorial board of the Law Review Journal of the University for Peace.  He has of course served on the board of the UN Association of the U.S.A. – Westchester Chapter.

Directions: The Community Unitarian Church in White Plains is locatednear Exit 25 of the Hutchinson River Parkway: Take the Hutchinson River Parkway to Exit 25 for North St.  Follow the sign to White Plains (LEFT if you are traveling NORTH; RIGHT if you are traveling SOUTH) onto North St.  At first light, turn LEFT onto Rosedale Ave.  Go one block and look for sign. Turn RIGHT onto Sycamore Lane.
