As we continue to celebrate our electoral wins last election, we both know that our work continues. We invite you to be part of a powerful team with the Texas Women’s Foundation & ReflectUS partnering with local stakeholder leaders, to develop a comprehensive, multi-year plan to achieve political representation of women across Dallas County over the next several election cycles. We are kicking off our work with a day-long strategic planning session, co-hosted by the Texas Women’s Foundation, in their offices on February 6, 2019. Please RSVP here as soon as possible. Achieving Representation in Dallas County

ReflectUS has selected eight demographically, geographically, ideologically, and institutionally diverse counties across the country where we will implement a collaborative intervention that leverages our respective skills and expertise to saturate the county, then evaluate how we are able to move the needle on parity and what factors facilitate and impede progress. Dallas County will serve as our first pilot site, so we can use lessons to develop a ‘Dallas playbook’ that serves as a model to achieve representation in similar counties across the country.

While Dallas County fares better with regard to representation at the state and federal level than the state as a whole, it is failing at the municipal level. Dallas County has 31 cities with a combined 345 seats across municipal government, school boards, and community college district governing bodies. Overall, women occupy 101 (29%) of those seats but when you look at representation by city the data shows enormous disparity: a small group of cities are at parity; most are far from that goal.

  • 5 of 31 cities have zero women on their city councils and 11 cities have only one women – meaning half of all cities in Dallas County are lower than the national average of 24% women in office.
  • Only 4 of 31 cities have female Mayors. Not surprisingly, these cities are among the top performers in political parity at the municipal level.
  • Just 5 of 31 cities are at or above representation.

Nationally, women tend to occupy school board seats at higher rates than other levels of elected office. This remains the case overall in Dallas, where women hold 40% of school board seats countywide. Yet again, there is enormous disparity across the fifteen school districts: six are at or above representation, yet five have only one female school board member.

In America, our democracy is designed to be of, by and for the people. When 80% of political representatives in our governing bodies are white and male, we know we have fallen short of that ideal. Women, especially women of color, remain inadequately represented and have fewer opportunities to run, win and serve in elected office. Even after historic gains for women in the 2018 election, the statistics are astounding.

  • Women now make up 24% of Congress, 27% of state legislatures and 25% of locally elected positions. Those numbers have only increased marginally over the past 20 years.
  • The ratio of Republican to Democratic women in Congress is now 5:1 (a dramatic shift from a 3:1 ratio before 2018).
  • At the current rate of change, the United States won’t reach political parity for at least 100 years.

There has never been a better moment to capitalize on current trends and elect more women at every level of office, until political representation is the standard in every town, city and state across the country.

It is time for our governmental institutions to ReflectUS!

ReflectUS is a 501(c)(3) coalition of the leading non-partisan women’s political organizations in the country. The founding organizations (Empowered Women, IGNITE, Latinas Represent, Represent Women, She Should Run, VoteRunLead and Women’s Public Leadership Network) have come together to attain equal representation across federal, state and local offices across the nation. ReflectUS will increase women’s representation via a three-fold strategy:

  • Systems reform to level the playing field for female candidates
  • Training to equip women to win elected office and obtain appointed office
  • Culture shift campaigns that continually move hearts and minds of everyday voters to support gender representation in political leadership

ReflectUS will consolidate ideas, resources and thought-leadership to advance data-driven solutions to win representation in politics for women from across the ideological, racial/ethnic, economic, and geographic spectrum. Ultimately, ReflectUS will fuel healthy and necessary political discourse.
