Human Development and the Shift to Better Citizen Security

Crime has become a major threat to economies and livelihoods in Caribbean countries. Soaring murder rates rank among the world’s highest and fuel a criminal culture that attracts transnational drug-trafficking and organized crime that threaten the wider region and neighboring United States. The Caribbean Community estimates the cost of gang-related crime at 3 to 4 percent of gross domestic product as a result of policing expenses that divert resources away from education and health, coupled with lost income due to youth incarceration, reduced tourism, decreased competitiveness of existing industries, and an erosion of confidence in investment. But Caribbean governments can reverse the trend, according to UNDP’s first Caribbean Human Development Report, which calls on regional authorities to strengthen public institutions to tackle crime and violence while boosting investment in preventive measures. Please join us for a briefing on the report and an overview of UNDP programs in the Caribbean aimed at preventing and stopping a vicious cycle of insecurity, under-development, poverty, and suffering.
