November 6th 2017 - 8:30 AM to 4:30 PM

November 7th 2017 - 8:30 AM to 12:30 PM

Student must have had the 4 hour TIM Basic Course - One will be offered on September 12th 2017 at the ISP Elkhart Post

Problem: The impact of traffic incidents on highway operations, reliability, and safety is well known and alarming. About 25 percent of all delays are caused by traffic incidents. Congestion costs are counted in hundreds of billions of dollars and wasted fuel is measured in billions of gallons.

More importantly, traffic incidents pose a significant safety risk to both responders and travelers.

The likelihood of a secondary crash increases 2.8 % with each minute that an incident remains unresolved. Clearing incident scenes quickly with a well-coordinated, multidisciplinary team of first responders and transportation personnel is an important means of reducing the risk of secondary crashes, congestion delays and First Responder struck-bys.

Response at National Level:The Federal Highway Administration (FHWA) addressed the problem by developing training for responders. Through the second Strategic Highway Research Program (SHRP2), FHWA has facilitated the creation of a multidisciplinary

Traffic Incident Management (TIM) Responder Training

The curriculum was developed by responder’s for responder’s and is based on best practices and standards of multiple responder disciplines. The training product is available in a 4-hour short course or 8 or 12hour courses. The 4 hour course is most often trained.

  • Training Plan: The plan is for “volunteer responder instructorsto train responders at the regional level. The instructors will be educated through Train-the-Trainer (TtT) classes.

  • Train-the-Trainer Concept: The train the trainer concept promotes the formation of a cadre of qualified volunteer “responder”instructors in each state. The TIM First Responder TtT class is delivered through interactive lessons, case study analysis, tabletop role-play and scenario, and field practicum. The TtT class is a 12-hour intensive course provided by master instructors certified by FHWA.

  • Recruitment of Indiana Instructors: IN-TIME is recruiting responders from all disciplines and regions of Indiana to become instructors of the TIM Responder Training course. Instructors should be willing to “ChampionTIM in their region and conduct a minimum of four 4-hour training sessions per year.
