National Traffic Incident Management (TIM) Responder Training Program

Developed by the U.S. Department of Transportation and the Federal Highway Adminstration in collaboration with the Second Strategic Highway Research Project

 The benefits of Traffic Incident Management Training include:  

  • A unified, multidisciplinary approach that promotes a more effective incident response.
  • Lessons in new multi-agency standards and best practices.
  • Curricula based on 100 core competencies from 9 disciplines that support the TIM National Unified Goal to improve on-scene responder and driver safety; support safe, quick clearance; and, promote prompt, reliable, interoperable communications.
  • An opportunity for responders from multiple disciplines to breakdown communication barriers and begin to work more effectively together.

Why it is important: Between 2010 and 2014, the number of TIM personnel killed in California in response to an incident:  6 Law enforcement officers; 4 Caltrans personnel; 2 Fire fighters; 2 Emergency Medical Services; 8 Tow truck operators

  • DOT/Public works personnel

Approved for 4 hours CE by the CA EMS Authority

EMS Provider CE #94-0001

This training is required for  all Caltrans and CHP personnel involved in traffic incident management verification, dispatch, and response.  Additionally, all tow personnel that will be on CHP’s tow rotation list will be required to take this class prior to July 2016 per the 2014-2015 CHP tow service agreement.   

This training has been endorsed by the International Association of Fire Chiefs, the International Association of Chiefs of Police, the National Volunteer Fire Council, the Towing and Recovery Association of America, and the International Association of Directors of Law Enforcement Standards and Training.
