The State of Medicare Reimbursement and the Move to Quality of Care

June 19, 2018, 12:00 p.m. - 1:30 p.m.

2322 Rayburn House Office Building

This summer, the Department of Health and Human Services’ (HHS) Center for Medicaid and Medicare Services (CMS) takes on its annual rulemakings to update Medicare payment policies in the Physician Fee Schedule (PFS). Simultaneously, CMS is working to implement the Medicare Access and CHIP Reauthorization Act’s (MACRA) mandate to shift Medicare from a fee-for-service system to a value-driven one. After two years of MACRA and another one just on the horizon, the time is ripe to evaluate the successes we have seen and opportunities that remain.

As part of the overall effort to steer the unwieldy Medicare ship toward a quality of care model from fee-for-service, CMS has begun to move towards integrating tech-based solutions such as remote patient monitoring (RPM) innovations. For example, pursuant to the Connected Health Initiative’s recommendation, CMS has provided strong incentives to providers to bring digital patient-generated health data into how they provide care in its Quality Payment Program (QPP) Merit-Based Incentive Payment System (MIPS). In another example, CMS has agreed to separately pay for the collection and interpretation of physiologic data stored/transmitted by patients using RPM.

While CMS’ progress in embracing digital health tools is encouraging, many further steps need to be taken to realize the potential of connected health tech innovations to improve care while reducing costs. Join this briefing to learn about, and engage in a dialogue on:

Connected Health Initiative

CHI is the leading effort by stakeholders across the connected health ecosystem to clarify outdated health regulations, encourage the use of remote monitoring (RM), and support an environment in which patients and consumers can see improvement in their health. This coalition of leading mobile health companies and stakeholders urges Congress, ONC, the Food and Drug Administration (FDA), the Center for Medicare & Medicaid Services (CMS), and other regulators, policymakers, and researchers to adopt frameworks that encourage mobile health innovation and keep sensitive health data private and secure.
