The Line on Mass. Sports Betting

Opportunities and risks in the new era of gambling

With the anticipated arrival of legalized sports betting, Massachusetts has reached the threshold of a vast expansion and rewriting of its gaming regulations. There is ample opportunity and no shortage of risk: Sports betting at once promises to open up new revenue sources and generate business opportunities while challenging incumbent state revenue streams, particularly the state Lottery.

U.S. Supreme Court’s landmark decision in Murphy v. NCAA to overturn the federal ban on state-authorized sports betting is opening up the floodgates of sports betting across the country. With Rhode Island and New Jersey, among others, already in the game, what can Massachusetts learn to protect competing interests while expanding into new gambling venues?

Gov. Baker filed a sports betting bill in January, setting the stage for legislative deliberations. Join us at this important State House News Forum, where key players in government and industry will discuss the major considerations Massachusetts will address as the issue advances on Beacon Hill and beyond.

Program is in formation. Panelists to date include:

Sen. Eric Lesser, Chairperson, Joint Committee on Economic Development and Emerging Technologies

Rep. Ann-Margaret Ferrante, Chairperson, Joint Committee on Economic Development and Emerging Technologies

Michael R. Sweeney, Executive Director of the Massachusetts State Lottery Commission

Cathy Judd-Stein, chair of the Massachusetts Gaming Commission

Panel 1: The Legislative Balancing Act

Key lawmakers and regulators discuss major considerations in crafting legislation. Among top concerns: Technological and payment parity with existing revenue sources, number of venues, responsible gambling provisions, and implementation timeline. And which regulatory frameworks are having success elsewhere in the U.S.?

Panel 2: The Industry Opportunity

Industry players outline the opportunity for the Commonwealth in terms of new venues, revenue, job growth, and state-of-the-art technology. How can new players move in without leaving the Lottery behind?
