Description

“The Return of Nuclear Deterrence”

Deterrence, the centerpiece of Cold War national security strategy, has fallen into a kind of decline with lessened fear of Russia, United States’ steps back from global leadership, and diminished funding. Now, with a more aggressive Russian foreign policy, Putin defined and led; growing and challenging military strength and assertiveness in a rising China; the reality and tensions of a nuclear-centered foreign policy in North Korea; and the possibility of a near future nuclear capability in an unfriendly and region preeminence-seeking Iran, combine to raise the issue of a revitalization of deterrence with a substantial economic cost.

We are most fortunate to be joined by a distinguished and seasoned authority on all aspects of deterrence policy.

Franklin Miller, Phi Beta Kappa from Williams College and M.P.A. from Princeton’s Woodrow Wilson School, served in the U.S. government for 31 years including 22 at the Department of Defense. He was a special assistant to George W. Bush and Senior Director of Arms Control on the National Security Council staff. At Defense, he had a major influence on the evolution of national deterrence policy and the START 1 and START 2 treaties. Among his senior positions was Principal Deputy Assistant Secretary for Strategy and Threat Reduction. He received the Department’s highest civilian award five times; high awards from the State Department, the Navy Department, the Chairman of the Joint Chiefs of Staff, the National Nuclear Security Administration, the Defense Intelligence Agency; and a Presidential citation of “Distinguished Executive.” He also served as chair of NATO’s Nuclear Policy Committee and of NATO’s Counter Proliferation Committee. He was awarded the Norwegian Order of Merit, the French Legion of Honor, and an honorary knighthood-Knight Commander of the Order of the British Empire (KBE).

After retirement, he was with the Cohen Group as vice president before joining the Scowcroft group as a principal.
