The CLOUD Act:
A Legal Framework for Cross-Border Data Access
Thursday, March 15, 2018

Hart Senate Office Building
Room 902
Washington, DC
Remarks by Senator Orrin Hatch (R-UT)
U.S. technology companies are global leaders in providing cloud computing services for users around the world. This innovation is a critical underpinning of the 21st Century U.S. economy and job growth. But, technology companies and the benefits of cloud computing are threatened by conflicting U.S. and international laws, where legal government access is oriented around the location of where data is stored. At the same time, law enforcement efforts in the U.S. and around the world are hindered by the outdated legal framework, where the Mutual Legal Assistance Treaty (MLAT) system and other data sharing agreements cannot provide for efficient access to critical data stored across national boundaries.
The Clarifying Lawful Overseas Use of Data (CLOUD) Act is bipartisan, bicameral legislation that would fix this untenable situation. Please join us for a discussion on March 15, 2018, about how the CLOUD Act would promote cloud computing by providing a critical step towards interoperability of privacy, due process and human rights standards around the world. Senator Orrin Hatch (R-UT) will be giving remarks at this event.
