The New Era of Toll Roads
California has adopted new tolling technology that gives customers and agencies more options than the current technology. Mr. Carrier will describe the changes and benefits.

 


 

Samuel Johnson is the Chief Toll Operations Officer for TCA. He is in charge of strategic planning and daily operations for technology innovation and management; revenue collection; and customer service for the Agencies' 51-mile network of tolled facilities and 1.5 million accountholders. Prior to TCA, Johnson was part of the executive team for the San Diego Association of Governments overseeing ITS and tolling. In both roles, he has been responsible for strategic visioning, implementation and operation of complex systems and services. Johnson sits on the Board of Directors for the Alliance for Toll Interoperability, serves as chair for the California Toll Operators Committee and is First Vice-President of the International Bridge Tunnel and Turnpike Association.

 

Rick Carrier is the Director of Tolling and Customer Information Systems at TCA, where he manages the on-road and back-office system contracts. Rick has over 19 years of experience in toll systems design, integration and analysis. His previous experience includes oversight of the All-Electronic Toll system installation at TCA, upgrade and integration projects of existing toll facilities at the seven Bay Area Transportation Authority bridges, South Bay Expressway and I-15 Managed Lanes in San Diego, AutoExpresso in Puerto Rico, Maine Turnpike, Peace Bridge in Buffalo NY, and the Chesapeake Expressway in Virginia. Rick also participated in green field toll systems installations at the Tacoma Narrows Bridge and the A25 Bridge in Montreal.

The Orange County Branch Transportation and Development Institute (T&DI) was established in September 2016 as an evolution of the long-standing Transportation Technical Group (TTG). The mission of the Orange County Branch T&DI  is to advance the transportation engineering, planning and development community in a manner consistent with the purpose of the American Society of Civil Engineers and the Transportation and Development Institute of ASCE and also to provide members with opportunities to expand and share their knowledge and expertise of transportation engineering, planning, construction and development, particularly as it relates to the unique environment of the Orange County Branch area.

The T&DI hosts technical lectures, specialty seminars, tours and other events to give our members the opportunity to interact with other professionals in the transportation and development fields of civil engineering and to provide continuing education events that are relevant to T&DI members. We hope you will come out and participate in our Institute and work with us to build a strong organization.
