The 2016 Harvey Nash CIO Survey, in association with KPMG, found that six out of ten hiring managers face challenges finding the right skills, and that over 80% of CIO's are concerned about retaining resources once hired. This is either because these skills are in very short supply, such as with niche / legacy tech, or because high market demand makes the cost of hiring a really good person prohibitive – especially software development and information / cyber security.
