Mr. Alonso Segura was appointed Minister of Finance in September, 2014. Segura was recruited by former Minister Castilla to serve as Chief of Staff at the Ministry of Finance, where he was also the Head of the Public Investments Monitoring unit (MEF Delivery Unit). He had previously worked at MEF as advisor between 2002 and 2003 during the Government of former President Alejandro Toledo. Mr. Segura has also been Chairman of the Special Committee on Public Investment Projects at Proinversion (a national PPP agency) and Director of COFIDE (a national second-tier development bank). In addition to his experience in the public sector, Mr. Segura was the Chief Economist, leading the area of research and investment strategies, at BCP (Banco de Crédito del Perú); and served also as Advisor to the Executive Director for the Southern Cone and Economist at the International Monetary Fund (IMF). Mr. Segura has emphasized the importance of maintaining strong economic growth through public investment and expenditure effectiveness. Mr. Segura holds a B.A in Economics from Catholic University of Peru and a PhD in Economics from the University of Pennsylvania. He also holds the Chartered Financial Analyst (CFA) and Financial Risk Manager (FRM) certifications.
Ms. Sanita Bajare has been the World Bank Group's (WBG) Alternate Executive Director for Latvia for Denmark, Estonia, Finland, Iceland, Lithuania, Latvia, Norway and Sweden since July 1, 2014. Prior to joining the WBG Board, Ms. Bajare served as State Secretary at the Ministry of Finance of Republic of Latvia and Director, Board of Directors, European Investment Bank, Luxembourg. Before that, she served as Program Coordinator for Latvia’s Economic Stabilization and Growth Revival Program at the Ministry of Finance, Euro changeover project manager, Advisor to the State Secretary at the Ministry of Finance of Latvia and Advisor to the Deputy Governor at the Bank of Latvia. Earlier in her career, Ms. Bajare served in several capacities at the Balta, JSC (insurance company in Latvia), including as Business System Manager; Project Manager, and Head of Department of Corporate Distributors and Marketing Department, health and accident risk underwriter.
Mr. Ariel Fiszbein is Director of the Education Program at the Inter-American Dialogue. Prior to joining the Dialogue, Fiszbein was chief economist for the World Bank's Human Development Network, where he has helped develop strategies for work worldwide on education, health, nutrition, population, social protection, and labor. Fiszbein has over 20 years of experience working on education and other social policy issues in Latin America and globally. A native of Argentina, he has a Ph.D. in economics from the University of California, Berkeley.
