Strategies for Better Community Involvement: Demystifying the Federal, State, and City Review Process for Environmental Projects

This event is an interactive roundtable designed to discuss and educate members of the public on the federal, state, and city environmental review processes. Our intent is to better equip and enable members of the public impacted by environmental projects to better engage with government agencies conducting environmental reviews for these projects, which will hopefully lead to better, more informed government decision-making and a more knowledgeable public.

This discussion will focus on the Lower Manhattan Coastal Resiliency Plan. The LMCR Plan, released in March 2019, is an umbrella project composed of several sub-projects which collectively aim to reduce flood risks from coastal storms and sea level rise in Lower Manhattan. The content of the discussion, however, is relevant to all projects subject to the environmental review process.

Speakers include:

Michael Dulong, JD. Mr. Dulong is Senior Attorney at Riverkeeper. His work focuses on a range of watershed and community protection issues, such as advancing sustainable animal farming practices, investigating pollution violations, and promoting strict drinking water protections for nine million New York City and Hudson Valley residents while minimizing the impact of those measures on local ecosystems and municipalities.

Michael Gerrard, JD. Mr. Gerrard is the founder and director of the Sabin Center for Climate Change Law at Columbia University, as well as a former environmental lawyer with 30 years of practice in New York and a prolific writer in the area of environmental law and climate change.

Robin Levine, JD. Ms. Levine retired from the New York City Department of Environmental Protection as the agency's Senior Environmental Counsel.

Michael Musso, MS, MPH, PE. Mr. Musso is Senior Project Engineer at HDR with over 20 years' experience in environmental engineering, consulting, and regulatory compliance. He has had hands-on experience with managing site investigations, human health risk and exposure assessments, and remedial design projects. He has conducted several remedial investigation/feasibility studies for soil, sediment, surface water, air, and groundwater investigations and remediation projects.
