ILATSA and Illinois SOMB invite you to attend a two-day in-person Static-99R & Stable 2007 training to be held Monday, October 6, and Tuesday, October 7, 2025, at the Administrative Office of Illinois Courts (AOIC) in Springfield, IL.

This training is open only to participants who can attend BOTH days. This training is limited to 40 participants.

Registration begins at 8:45 am. Training will begin promptly at 9 am. Lunch break (on your own) will be from 12 – 1 pm both days. Training will conclude by 4:15 pm.

AOIC is a secure facility. Participants should park in the back. Ring the back door buzzer to be allowed access.

Trainer: Dawn M. Pflugradt, Psy.D.

Dr. Dawn Pflugradt is a licensed psychologist (Iowa and Wisconsin) and licensed clinical social worker (Wisconsin) specializing in forensic, correctional, and clinical psychology. She holds advanced degrees in clinical bioethics, clinical psychology, and social work. Dr. Pflugradt has been qualified as an expert witness in multiple jurisdictions. Dr. Pflugradt works as a risk assessment specialist and sexually violent person evaluator for a midwestern Department of Corrections, maintains a private forensic psychology practice, and holds an appointment as professor of psychology at the Wisconsin School of Professional Psychology. She also serves on the scientific advisory board for the International Association for the Treatment of Sexual Offenders (IATSO), is an ATSA Fellow, and a SAARNA certified STATIC-99R, STABLE-2007, ACUTE-2007 and ODARA trainer. In addition to her years of clinical experience, Dr. Pflugradt has published numerous articles, practice guidelines, books, and book chapters in the areas of developmental neuropsychology and criminology, the latter focusing on individuals who commit sexual and violent crimes.

Day 1 - MONDAY - Static 99R

Course Description and Objectives:

The Static 99R is the most widely used actuarial risk assessment tool in the United States. Understanding and being able to reliably score this tool is a necessary skill for individuals working with adult sexual offenders. The Static 99R identifies the RISK part of the risk-needs-responsivity model of treatment need identification. The STATIC 99R scoring rules were clarified in a recent revision. This training will cover the new scoring rules, implications for interpretation, and possible effects on estimation of sexual recidivism. This knowledge will be essential to making decisions about treatment programs and levels of supervision.

Learning objectives:

• Learn the most updated scoring rules for the Static 99R.

• Learn to apply conclusions from the Static 99R to inform treatment and supervision.

Day 2 - TUESDAY - Stable-2007

Course Description and Objectives:

The STABLE-2007 is one of the most widely used risk assessment tools for measuring dynamic risk factors for sex offender recidivism, according to recent surveys.

In this workshop, the development of the instrument will be discussed, item-by-item instructions will be given on how to reliably score the measures and interpret their findings, and guidance will be provided on how to apply STABLE-2007 reporting conventions. Case studies will be employed to allow you to practice using the instruments' coding rules and to learn to avoid common administration errors.

Learning objectives:

• Participants will learn the history and development of the Stable-2007.

• Participants will learn how to reliably score the Stable-2007.

• Through the use of case studies, participants will learn how to avoid common administration errors.

Cost: The cost for this training will be approximately $175 (plus Eventbrite fees).

Training materials: Training materials and instructions will be distributed digitally approximately one week prior to the training date. Participants are responsible for bringing materials to the training site.

Continuing Education: This training is eligible for 6 continuing education hours per day for a total of 12 hours. ILATSA is an Illinois approved continuing education provider for Licensed Sex Offender Evaluators, Licensed Sex Offender Treatment Providers, and Licensed Social Workers (#159.001361). ILATSA is an approved COPE provider.
