SLC Mobile Application Competition is a one-day developer event hosted by the Department of Science and Technology (DOST) Region 4A. This event is one of the highlights of the DOST Southern Luzon Cluster (SLC) S&T Fair and Exhibits 2013 to be held at Sky Ranch, Tagaytay City.
Application developers are invited to participate in this event and create a mobile app that can be used by DOST and other users/organization in enhancing its technical processes/procedures and service delivery to its clientele particularly in the fields of disaster risk reduction and management (DRRM), climate change, environment, health, agriculture and office systems.
These mobile apps should be able to show functionalities based on the event’s theme and sub-theme:

WHO MAY JOIN?
SLC Mobile Application Competition is open to all Filipino developers especially those based in CALABARZON area. Registration is FREE.

ELIGIBILITY
- All mobile application developers can join the SLC Mobile Application Competition.
REGISTRATION IN THE EVENT
Register via the Eventbrite page http://slc2013-mobile-app-competition.eventbrite.com.
JOINING THE COMPETITION
- Organize a team composed of 2 – 3 members.
- All registered teams will undergo a pre-screening process. Only 10 teams will be selected as finalist that will compete on the competition day (August 23, 2013) at Sky Ranch, Tagaytay City.
- Apps must be prepared/developed prior to the competition.
- Complete the app on the competition day.
- Presentation and live demos of the apps will be done by the finalist only. Order of the presentations will be drawn by lots.
- After the app presentation and demo, the panel of judges will identify the winners. Judges’ decisions are final.
- Awards and prizes will be given to the winning teams during the awarding ceremonies.
PRE-SCREENING PROCESS
- All registered teams shall submit the following documents pertaining to their application:
- Application Name
- Abstract
- Application Description
- System Flowcharts
- Name of Team Members with contact numbers.
Deadline of submission is on August 14, 2013.
2. The final 10 teams with the score of greater than or equal to 85% will be selected based on the contents of the submitted documents.
3. Documents should be submitted in PDF format via email to Rustan R. Capal (rustan_capal@yahoo.com) and Francisco R. Barquilla III (frbarquilla@yahoo.com) with the Subject: Mobile Application Competition - SLC S&T Fair 2013 or via fax at (049) 536-5013 with Attention to DOST Region 4A MIS.
4. Finalist for the competition day will be notified via email and phone call on or before August 16, 2013.
AWARDS and PRIZES
Prizes and awards will be given to the winning teams during the awarding ceremonies on August 24, 2013 at Sky Ranch, Tagaytay City.
- 1st Prize : Php 30,000.00
- 2nd Prize : Php 20,000.00
- 3rd Prize : Php 10,000.00
- Consolation Prize : Php 5,000.00 each (for 7 non-winning teams)
APPLICATION DEMO
- All teams shall bring their own computers and peripherals. Internet access will be provided at the venue.
- All teams will be given 5 minutes to present their app and another 5 minutes to answer questions from the judges.
CRITERIA FOR JUDGING
The application software can be developed under iOS or Android OS Platforms.
- Need (20%) The need by DOST’s customers for the application.
- Applicability (25%) The applicability to DOST’s services and operation.
- Ingenuity (15%) The cleverness of the functionalities.
- User-Friendliness (20%) The system’s ease of use.
- Design (20%) The application’s visual appeal.

BOARD AND LODGING
Board and Lodging will be provided for the finalist in preparation for the awarding day.
INTELLECTUAL PROPERTY
The team warrants that the entry is their original idea and does not infringe on the intellectual property rights of any third party. Participants are responsible for securing appropriate protection for any intellectual property (IP) contributed by the team members of their parent institutions. In the absence of such protection, participants should restrict themselves to non-enabling disclosures of their IP due to inventions that have been made available to the public in any form shall conform part of the prior art* that could affect the patentability of the invention.
Entries that have won major awards (1st, 2nd, 3rd) in any international, national, or school competitions and wireless service applications that are already in commercial production cannot join the competition.
Department of Science and Technology (DOST) shall not be liable to any participant for commercializing ideas that have been independently developed but are similar in concept to submitted entries.
*Prior art constitutes all information that has been made available to the public in any form (i.e. written descriptions, oral descriptions, by use, and exhibit display) anywhere in the world prior to the filing date or priority date of a patent application.
WAIVER
Participants agree to abide by the terms in these Official Mechanics and by the decisions of the organizers and/or the judges, which are final and binding on all matters pertaining to this contest. By joining the contest, the participants agree to waive any right to claim ambiguity or error in these Official Mechanics. Except where prohibited by law, the winners consent to the use of their name and/or likeness by DOST for advertising and publicity purposes without compensation.
Each participant agrees that DOST and its representatives, affiliates, and employees will have no liability whatsoever for any injury, loss, or damage of any kind resulting from his/her participation in the contest, or resulting from the acceptance, possession, or use of these prizes, nor in any way are responsible for any warranty, representation, or guaranty, express or implied, in fact or in law, relative to any prize, including but not limited to the quality, condition, or fitness.
