Overview:

During disasters and emergencies, select City departments are responsible for activating a Department Operations Center (DOC). In coordination with the City’s Emergency Operations Center (EOC), DOCs provide critical management and support of a department’s emergency operations in response to an incident. The Finance & Administration Section of each DOC is responsible for:

• Timekeeping

• Cost Accounting

• Downstream purchasing approvals

• Workers’ compensation & injury claims

• Prepared damage and loss estimates

• Initiating steps toward cost recovery

Purpose:

This training is designed to help financial management, finance analysts, and interested payroll and HR personnel understand DOC Finance & Administration Section duties, relevant policies and procedures, and job-related tools to assist them in performing their assigned roles in a disaster or emergency. Upon completion, participants will better understand:

• Their role in a disaster or emergency

• The City’s emergency management organization

• DOC Finance and Administration Section organization and duties

• Special financial and administrative policies and procedures applicable during disasters

• Relevant PeopleSoft functionalities in SF People & Pay, SF Financials & Procurement, and SF Reports & Analytics

• The initial steps a department must take toward recovering costs through Federal and State Disaster Assistance grants.

This training will cover:

• Emergency Management Basics

• Federal & State Disaster Assistance

• Timekeeping

• Cost Accounting

• Supplier Management & Payments

• P-Cards

• Workers’ Compensation & Injury Claims

• Damage & Loss Estimation

• Other Topics

Target Audience/Disciplines:

• City & County of San Francisco personnel who have an assignment in the Finance & Administration Section of their DOC. (Does your department have a DOC? Ask your Disaster Preparedness Coordinator.)

• Other interested personnel.

Course Length: 3.5 hours

Prerequisites: None

Recommended Courses:

• IS-700 – An Introduction to the National Incident Management System (NIMS)

• IS-100 – Introduction to the Incident Command Systems (ICS)

Certification: All students who successfully complete this course will receive credit in SF Learning.

Personal belongings: All bags are subject to search by the Sheriff’s Department upon entering City Hall. Per City Hall policy, any persons carrying bags larger than a purse or briefcase must enter City Hall at the Loading Dock on Grove Street, where bags will be scanned.
