The Neighborhood Enforcement Team (NET) was established in 2012 to address chronic problems in the rapidly growing City of Fort Collins with a population of 170,000 and a state university with an enrollment of 33,000.  In 2015, two NET officers began researching high priority calls from the previous two years and found that a number of these calls were associated with prostitution/sex trafficking.  Since recognizing this chronic issue NET has done numerous "John Stings", "Reverse Stings", investigations into illicit massage parlors and has had success partnering with local organizations and agencies to address this issue as a community.  This conference is offered to law enforcement professionals looking to establish successful ops in their own mid-sized cities.

Avery Research & Consulting (ARC) assists law enforcement agencies in estimating and addressing demand for commercial sex utilizing survivor-informed research methods. ARC has consulted with the Department of Homeland Security, OTIP, and many law enforcement agencies regarding indicators of sex trafficking, survivor collaboration with local law enforcement and the victim-offender overlap in criminal justice.
